Who hosts this website?
A notice goes to the host, not to the person who copied you. Put in an address and see the host, registrar and abuse contact on public record.

The host is the lever, not the site owner
Under 17 U.S.C. § 512(c) a host keeps its safe harbour by acting on a proper notice. The person who copied you has no such reason, and emailing them often just tells them to hide the page.

Cloudflare means one extra step
A proxy hides the real host. Cloudflare does not remove what it only passes through, but it forwards the complaint and tells you who the host is.

Check the registered agent
DNS cannot tell you where a host receives notices. The Copyright Office directory can, and a notice to the wrong address does not start the clock.
